Send a sign-in code by SMS

Step one of phone sign-in on loyalty brands. When the number belongs to an active customer, a one-time code is texted to it; unmatched numbers get found: false and no SMS. The code lives for expires_in seconds and allows a handful of attempts. Asking again for the same number within resend_in seconds, or exceeding the per-kiosk hourly allowance, returns rate_limited with details.retry_after.
